City codes are public labels. They are never passwords, recovery codes or account numbers.

• Private login and recovery details stay private.
• City sites receive only the access they need.
• Cross city insight must be anonymous and optional.
• Passkeys will be the preferred sign-in method before cross-city single sign-on is enabled.
